Project Overview

In the spring of 2025, a group of four physicians—including an orthopaedic surgeon, a general surgeon, a plastic surgeon, and a physician investor—engaged Surgical Services Ltd. (SSL) to support the planning, development, and launch of Panacea Clinic, a state-of-the-art surgical centre in Waterdown, Ontario.

The vision for Panacea Clinic was to create a modern, rapid-access surgical facility capable of supporting multiple specialties, with a strong emphasis on operational efficiency, patient safety, and regulatory compliance. The facility was designed to include two endoscopy suites and a fully compliant Medical Device Reprocessing (MDR) area, requiring comprehensive planning, coordination, and accreditation readiness.

SSL was retained to provide strategic, clinical, and operational consulting throughout the project lifecycle—from early planning through to inspection readiness and successful opening.

The Challenge: Coordinating a Multi-Physician, Multi-Specialty Surgical Facility

Developing Panacea Clinic presented a complex set of challenges. With multiple physician stakeholders, overlapping specialties, and a phased operational rollout, the project required careful alignment of goals, timelines, and regulatory requirements.

Key challenges included:

Coordinating decision-making among multiple physician partners
Developing policies and procedures for a large, multi-specialty facility
Establishing patient care pathways that supported rapid-access care
Ensuring regulatory compliance across surgical, endoscopy, and MDR functions
Preparing for inspections and accreditation readiness

SSL’s role was to provide clarity, structure, and expert guidance to ensure the clinic launched safely, efficiently, and in full compliance with applicable standards.

SSL’s Consulting Approach

Throughout the project, SSL’s experienced consultants worked closely with Panacea Clinic’s Medical Director and Nurse Manager, facilitating regular collaborative meetings to align objectives, identify risks, and support informed decision-making.

Strategic Planning & Risk Mitigation

Early-stage planning focused on identifying potential operational and regulatory risks before they could impact timelines or approvals. SSL helped address gaps and inefficiencies while fostering accountability across all stakeholders.

Regulatory Approvals & Surgical Readiness

By July 2025, SSL successfully completed and submitted all required applications for regulatory approvals. Following site visits and ongoing collaboration with the Panacea team, SSL delivered a comprehensive Panacea Surgical Readiness Report.

This report provided:

A detailed overview of completed requirements

Risk identification and mitigation strategies

Expert recommendations to support a compliant and successful launch
Identification of outstanding action items

Medication management and formularies

The Surgical Readiness Report served as a central planning document, helping Panacea Clinic move confidently toward inspection and operational readiness.

Policies, Procedures & Operational Framework

One of the most significant deliverables of the project was the development of Panacea Clinic’s Policies and Procedures Manual. In September 2025, SSL finalized a 413-page manual, fully aligned with regulatory and accreditation standards.

This documentation established a strong operational foundation across all areas of the clinic, including:

MDR workflows and quality assurance
Staff roles, responsibilities, and accountability
Infection prevention and control
Patient intake, treatment, and discharge processes
To further support readiness, SSL conducted a mock inspection in September 2025, validating compliance and identifying any final adjustments needed ahead of opening.

Patient Care Pathways & Procurement Support

In parallel with regulatory and documentation efforts, SSL assisted Panacea Clinic with:
Development of patient care pathways to support safe, efficient, and consistent care
Operational planning to support phased service expansion
Staff roles, responsibilities, and accountability
Procurement of medical supplies and capital equipment
A core focus of SSL’s engagement was the development of two fully equipped operating rooms designed to support a broad range of surgical procedures, including Orthopedic and Plastic Surgery, with flexibility to accommodate additional specialties over time. SSL applied a structured, repeatable approach to surgical suite planning—addressing layout, workflows, policies, and regulatory requirements—to ensure both clinical excellence and operational efficiency.

This same methodology was extended to the endoscopy suites, allowing Panacea Clinic to maintain consistency, compliance, and readiness across all procedural environments while supporting phased service expansion.

The Outcome: A Fully Equipped, Accredited Surgical Facility

Panacea Clinic celebrated its grand opening on February 7, 2026, marking the successful launch of a fully equipped and accredited surgical facility. This milestone was achieved through close collaboration, disciplined planning, and SSL’s hands-on consulting support.

The clinic began operations with a dental clinic (opened August 2025), followed by expansion into orthopaedic surgery and additional specialties in September 2025—demonstrating the scalability and flexibility of the operational framework developed during the project.
