In early winter 2022, Surgical Services Ltd. (SSL) partnered with a forward-thinking group of physicians to support the planning, development, and accreditation of the East Coast Surgical Centre (ECSC)—a new state-of-the-art ambulatory surgical facility in Moncton, Nova Scotia.

The physicians behind ECSC envisioned a modern surgical centre designed to deliver exceptional patient care while meeting the highest standards for safety, compliance, and operational efficiency. To bring this vision to life, they required experienced healthcare consultants with deep knowledge of surgical facility development, regulatory requirements, and clinical operations.

The Challenge: Building a Fully Compliant Surgical Facility from the Ground Up

Developing a new ambulatory surgical centre involves far more than physical construction. The ECSC team needed guidance across multiple complex and highly regulated areas, including:

Policies, Procedures & Clinical Governance

SSL led the development of comprehensive Policies and Procedures that established a strong clinical governance framework for the new facility. These documents were designed to support patient safety, staff accountability, and regulatory compliance while remaining practical for day-to-day operations.

The policies covered all critical areas of surgical centre operations, including infection prevention, patient flow, documentation, quality assurance, and clinical oversight.

Medical & Surgical Supply Procurement

Drawing on extensive experience in surgical site development, SSL guided ECSC through the procurement of medical and surgical supplies, ensuring that equipment selections aligned with clinical needs, budget considerations, and regulatory expectations.

SSL also developed medication formularies, supporting safe prescribing practices, consistency across clinical teams, and compliance with accreditation standards.

Medical Device Reprocessing (MDR) Planning

One of the most technically complex aspects of the project was the planning and logistics of the Medical Device Reprocessing (MDR) area. SSL advised on MDR workflows, layout considerations, equipment requirements, and standard operating procedures to ensure safe, efficient, and compliant reprocessing of surgical instruments.

This guidance helped ECSC establish sustainable MDR operations that met accreditation requirements while supporting efficient surgical throughput.

Regulatory Approvals & Accreditation Support

SSL played a key role in navigating regulatory approvals and preparing ECSC for accreditation. Working closely with the physician leadership and operational team, SSL ensured that all clinical, operational, and documentation requirements were aligned with Accreditation Canada standards.

This proactive approach reduced risk, minimized delays, and positioned the facility for a smooth accreditation process.

Patient Care Pathways & Operational Efficiency

In addition to regulatory and clinical support, SSL collaborated with ECSC to develop patient care pathways that emphasized safety, efficiency, and a positive patient experience—from intake and pre-operative assessment through surgery, recovery, and discharge.

These pathways helped create a consistent, patient-centered experience while supporting operational clarity for clinical and administrative teams.

The Outcome: A Fully Accredited Surgical Facility

The result of this comprehensive collaboration was a fully accredited ambulatory surgical facility that successfully opened its doors on May 8, 2023.

East Coast Surgical Centre achieved accreditation through Accreditation Canada, validating the quality, safety, and compliance of its clinical and operational systems. The facility now provides a modern, efficient environment for surgeons, anesthesiologists, staff, and patients alike.
